When Ole Mill Stream was first created as a planned community the HOA and PA did not yet exist. When the HOA and PA were created, all lots in Phases 2A and 3 were required to be members. Owners of lots in Phases 1 and 2 had the option to join the HOA and/or the PA. As a result, neighboring lots that are in different phases, or even within the same phase, may not both be members of the HOA or PA.
However, ALL lots in Ole Mill Stream are subject to the Covenants then in effect when their respective phases were built.
